This reduces overhead from a PDF's internal structure — page objects, fonts, form fields, and similar metadata. It does not re-encode or downsample embedded images, which is usually where most of a PDF's file size actually comes from. A document with many pages and little embedded media can shrink significantly; a PDF made mostly of high-resolution scanned images will see little to no change.
